The drake is not a PvP ship. . .sorry folks.
Both are great pvp ships. The problem is most Drake pilots are carebears who don't know how to fit caldari for pvp.
Equally skilled, all the tier 2 battlecruiser are very balanced. I prefer my HAM Drake as it's seen me through a lot of combat. I use the drake almost exclusively and have a 30:1 Kill Death ratio flying solo or with extremely small gangs.
The drake has a lot of advantages:
Great effective hit points using a minimal buffer tank.
Superior resistances
The ability to choose damage types with a 25% bonus to kinetic
Can dish out respectable damage using T2 Rage HAMs [15km] and superior range using T2 Javelin HAMs [75km]
No tracking or cap issues
Can kill nano ships or damage them enough to have them disengage.
Can be more effective while fighting at gates.
Everyone will perceive you as an easy target or will primary you last.

Granted, you need a lot of skills to fly this setup. But you really shouldn't be pvping in a battlecruiser unless you have most of your skills to level 4 or 5. This setup is ever better using shield extender rigs but they are quite expensive. If you loose your ship, odds are its to a gank, superior gang, or silly mistake. And in any of those cases, all the rigs in the world wont save you so might as well go cheap. It also gives you more isk to repair your overheated weapons!
